"Made from recycled paper" is not a specification — it's a mood. When retail chains, EPR programs, or eco-certifications ask for numbers, the number is PCR: post-consumer recycled content, meaning fiber recovered from materials consumers actually used and discarded, not factory scraps.
The vocabulary that matters
- Post-consumer recycled (PCR/PCW): fiber from used paper collected after consumer use — the credible claim.
- Pre-consumer recycled: factory trim and offcuts diverted back into production. Real recycling, but a weaker claim — it never left the industrial loop.
- Recycled content %: usually stated as a range ("min. 70% PCR") and verified by the mill's declaration or a certification like FSC Recycled.
How PCR paper performs
Modern PCR board is not the gray, rough stock of the past. High-percentage PCR folding cartons run clean through offset printing, take lamination and foil, and meet food-adjacent requirements (with the right grades — direct food contact uses controlled-fiber grades). Slight speck and tone variation exists in lower grades — which many brands deliberately keep visible as an authenticity cue.
Why everyone asks for it now
1. EPR eco-modulation: recycled content lowers packaging fees in active programs. 2. Retail procurement: major chains increasingly require minimum PCR percentages in vendor packaging specs. 3. Consumer claims: "minimum 70% post-consumer recycled fiber" is a specific, defensible claim — the kind regulators favor.
Specifying it with your factory
State the target ("minimum 50% PCR, food-safe grade if touching product"), request the mill declaration or FSC Recycled certificate for the board lot, and approve a physical sample — PCR grades vary in tone more than virgin board, so the sample sets the color expectation. Keep the paperwork: it's what you show the auditor, the retailer, or the customs officer.
PCR board is standard availability across our range — most kraft and many coated boards carry significant recycled fiber as a matter of course. The difference at quotation stage is whether you *claim it with documentation* or let it go unstated.
FAQ
Does high-PCR paper cost more?
Not meaningfully at current volumes — recovered fiber is abundant and often prices at or below virgin for common grades. Specialty high-PCR white boards can carry a small premium. The larger cost is paperwork discipline, which a certified factory absorbs.
Can PCR packaging carry the FSC label?
Yes — the FSC Recycled label exists exactly for 100% reclaimed-fiber products, and FSC Mix covers blends. The claim travels through the certified supply chain, same as virgin FSC.
